The best thing to use IS 80 or 45 grit paper on a 8" pad that goes on a grinder/buffer, but it can damage the metal if your carefull. For you I'd suggest 8x11 sheets of 80 grit dry paper. use a good grade from an auto parts store such as NAPA. Get ready for it to work out your shoulders.

Alternatively you could use a chemical paint stripper. READ THE INSTRUCTIONS! IT IS VERY DANGEROUS!!!

For sealer, primer, base coat, clear coat, reducer and activators for a complete car would run from $200 to $500. Find a good auto paint store such as Dupont, PPG, or NAPA and they will help you in your selection. One important note is to use the same brand from beginning to end.
