what are rims like this called and where can i find them?

Center cap looks so say Aicona, never heard of them before. Im sure Lexani
and Asanti make a similar rim, as well as TSW. Good luck
However, if you photoshopped the front part of the wheel (black) and think
its supposed to spin when the wheel is stationary, then thats called a
spinner

Aicona is a company that specializes in high-quality wheels. Their stuff is
usually <20", very expensive, and sometimes custom-made. You can check out
their website at aiconawheels.com. That wheel looks like a modified alc35
so it might be custom made.
EDIT: Crap. I just re-read that and it looks like I'm straight up
advertising. I can assure the mods that I have no affiliation with this
website and that was not deliberate.
