Starting Problems

I know squat about engines, etc as you may tell...
The accelerator sticks. I come out to the car today (sister was driving it yesterday and left window open, and it rains today :banghead: )and tried to start it. Wouldn't start. I know it had plenty of fuel in it the day before, but the one thing that came to mind was that the accelerator was stuck when turned off. I checked under hood and this was the case. Could this have flooded the engine? What the heck do I do? The car is a 1970's Chrysler Galant.
