So, I just got a 1987 Honda Civic CRX, standard transmission. It's a great
little vehicle, and I got it for free, and so far, there's only one problem
with it.
When I start the car, it runs fine, but as soon as I touch that gas pedal,
the tach jumps up to 3,000 RPM, and it'll idle there forever if I don't
shut if off. I can take off, and drive for a while, but as soon as I put
the clutch in, the engine jumps back up to around 3,000 RPM, and idles
there. I'm led to think that maybe the throttle is rusty or sticky (the car
had been sitting for about 9 months before I acquired it), because
sometimes if I give the accelerator a good stomp, the RPM will drop down to
just below 2,000 RPM. But, I only have enough car knowledge to change my
own oil and know when I need a new air filter, so I'm not too sure. The
only other thing I can assume is that my car just wants to think it's
badass.
This isn't really a big deal, but I'd like to see if there's something I
can do about it, because there's no reason I should be burning gas as
though I were on the highway if I'm sitting at a red light. Also, where I
live, a high-revving engine is taken as a personal challenge, haha.
Anyone got any ideas on what might be causing this and/or if I can fix it?
And if so, is it something I can do myself, with my car-savy roomate, or do
I have to take it to a shop?

I don't think it would hurt to take it to a shop and get it checked out to
see what the problem is...If it is something small, you can just fix it
yourself. I know my shop doesnt charge much, if anything, to figure out
the problem. Good luck!

I would try cleaning the Idle Speed Control (ISC) valve.

I had a friend with an older accord that idled high like you're saying. I
can't remember what but he would unplug a sensor (possibly Idle Control)
and the idle would bounce up and down when he did this. Eventually he
replaced it and it was fine. I work with the guy so next time I go in (I'm
taking a week off, newborn baby, see the pic?) I'll ask him if it was the
idle control.
