92 accord rev's up when cold?

Ok, my friend has a problem, she has a 92 5 speed accord… and her car does something really weird… this is what she emailed me…

"When my 1992 Honda Accord 5 speed, manual warms up- the tacometer reves between 2 & 3 on its dial. After the car has warmed up- it stops. When I rev it up a bit up to 3-4 and release the peddle, the meter seems to stay between 3-4 for a couple seconds, it seems like its stuck or something What is that?"

My Celica does the same thing...but only around 2000-2200 RPM. Then when warm, goes back to 1000. The ECU makes the engine rev higher while cold to warm it up. Also, due to the nature of oil, it's actually better to have the moving parts of an engine turning a little faster at startup. Also, many smaller engines perform pretty crappy when they're cold. 3k does seem excessive though, but I don't know much about Hondas.

Well, if you intend that something is wrong, start with checking for a vacuum leak.
