1990 buick TPS voltage problem??

I have a 90 skylark 3.3 engine.
I have replace the ecm, TPS, IAC, and coolent temp sensor.
The car runs better than previously did.

I am getting error codes 21 and 22 out of the ecm now.

I can not seem to get the correct voltages at the TPS.
With the TSP disconnected from the wire harness with the ignition on I am getting the following voltages using a DVM set at 20V:

White wire: 5V
Blue wire: .07
Black wire: .05

Does anyone know if this is normal?
