Saturn SL1 coolant sensor problems

I have a 1997 Saturn SL1 1.9 Liter SOHC with a 5-speed transmission. I have recently replaced the thermostat and water pump(leaking). The problem is that it has been overheating. The temperature gauge on the dash hasn't been working. I noticed that the coolant fan was never coming on, so I have checked the coolant fan and it is working fine. I then replaced the coolant temperature sensor. After starting the car the coolant fan starts running and never goes off and the temperature gauge shows half way up(this is about twice as high as it usually is at normal operating temperature). I thought it may have been a faulty coolant temperature sensor and replaced it, but it did the same thing. I have owned this car for about 6 years and have never noticed the fan running all the time. I have referred to a Chiltons manual but didn't find any answers. :banghead:
