Ford Fiesta with intermittent fault - fuel/electrical?

I have a Ford Fiesta Zetec 1.25l 95-99 manual model that, most of the time, works fine. However, at random, it will start to stall, appearing to have a fuel problem. The car might then idle OK but not allow any gas to be applied or not start at all. The only other symptoms are that the fuel guage changes to below zero while this is happening and, if the indicator is on, it clicks unusually fast (about double speed). The fuel level is invariably between 1/4 and 3/4 full when it happens.

The car is in good condition otherwise, the fuel pump looks fine and there are no obvious faults. I tried changing the fuel filter but it was not the issue. One day I will be able to drive for 400km, the next I may not make it 3km to work.

I have no particular automotive expertise but can access workshop facilities or visit dealer (if I knew what the problem was!).
