Answer wally's question first, as no cars are really succeptable to a general application. Some cars might be more beneficial to a giant turbo, or others to sticky tires.
Generally, in my list of upgrades;
1. Traction (No point in having insane power if you can't get it to the ground. Get some sticky tires and a nice suspension setup)
2. Weight (Getting rid of excess weight is the cheapest and easiest way to get better acceleration, braking, slalom, skidpad, etc. etc.)
-Start by getting the car to breathe easier (intake, headers, intake manifold, exhaust)
-Depending on the car, I would either go with a new camshaft setup (skunk2 gets something like 22 horses on a integra R in their stage 1 cams), or the turbo/supercharger. (Or upgraded turbo/supercharger, if it's already forced induction). Turbos require a lot of upgrades to go with it, so that's why it goes last on my list, and after that, you can get a nitrous system that's compatible with forced induction.
Can't quite say I reach all 10 steps, but this is what I would do if I had the money to upgrade a car.
