what is a...

good small car like a dodge neon...i could find for under 3000$ and has low costing insurance?

seriously, a dodge neon can be found for that price.

or

chrysler neon

plymouth neon/breeze/expresso

all the same car(correct me if i messed up the models lol)

I hate to tell you dude, but for the same money you could probably get a better car, without much difference in insurance. But if you have your heart set on a Neon...

chevy cavalier, pontiac sunfire, mazda protege i would all say are "like" a dodge neon. hope that helps, since that would be AN answer to the question you asked.

EDIT: or a saturn.

To get with the OLDer chicks How better to 'win' their heart by driving none other then the same car they are, they must feel comofrtable driving in one if they own one too.
