1987 Chevy Cavalier. Won't start

My Cavalier will not turn over. When I try to start it, it just sits there. The "Theft System" light stays on. The radio, headlights, a/c all work, the car just won't even try to start. I replaced the ignition about 5 months ago. I am wondering if it is the "passlock" system that is causing this. Any help would be greatly appreciated!!!
