The wheel isn't smaller than the rest.
I should have mentioned this before.
When it's raining the floor is slippery, so if you hydroplane(skid) ABS locks up the tires for a faster and more maneuverable stop.
Some wheels don't lock up as fast as others, or might not lock up at all. The wheel may continue spinning while the other wheels are locked do to a problem in the ABS.
It's probably the speed sensors.
(Not sure if that's the problem in my car since I have never tried slamming my brakes in the RAIN at 60mph, especially when my ABS light is on.)
