96 ford contour clutch problems

My clutch pedal goes all the way down to the floor and it won't go into gear. I opened the bleeder screw to see if fluid was going through it and nothing just air i put some fluid in the master cylinder and it came through just a li bit but would not pressure up. Do i need to replace the master cylinder in this case or the slave unit??????

Could be either, or niether lol. Does the pedal feel as if it isn't doing anything? or does it stay at the floor?....
