Question Have issue with G series Chevy Van

Hello I am haveing problem with my farther van. I is notturning over. It is getting power. I did change the batteryand the starter today. It sounds like something is not allowing the car to turm over. I amthinking the engine is seized up. But not sure of that. I know it does have power and the starter works. Can anyone help meout I just want to know what is going on?

turn the nut on the harmonic balancer clockwise. if you can turn it your engine is not seized. if you can't turn it your engine is seized or something else is causing it not to turn. (check your oil, coolant, etc.)

is your starter engaging? make sure you have a good ground to the battery, did it turn over before you changed the battery, starter? is the battery charged?
