The mileage on those cars is pretty high for their age, but overall they both seem like pretty good deals. Yes, Hondas are known for their reliability, but for $3,000 you won't be getting a very nice one. Both Neons and Cavaliers are not known to be the most reliable cars, but for the $ I don't think you'll find much better. Overall, those would be good cars for what you're looking for.

As far as people not liking Fords, well... people are dumb. You can't generalize an entire company like that. If you wanted to say for example that a 1998 Taurus SHO wouldn't be a good car to get because the cams are often faulty, I can accept that. But someone who says all Fords are junk is just ignorant. I would recommend a Ford Focus to anyone who was looking at Cavaliers and Neons.

Judging by the pitures, the Neon looks like a good buy. As Giant said though, they have quite high mileage for their year. However, as long as they've been well maintained that shouldn't be an issue.

Those two can't match the reliability of a Honda/Toyota/Nissan.

go price foreign parts and domestic parts. Once they break down and they will, then you see the value of each brand when buying. Cheap cars mean guaranteed break downs. Starters, alternators and so forth.
