Exclamation Help asap please

In Short to a long story - 1994 Mitsubishi 3000GT - blew the motor - gave the car and $3500 check to a repair shop to fix. Guy abandons the building with my car in it but he led me to beleive he had the car and wasn't in the building. He disappears along with car and money. I search for him and my car. I now find out owner of the building (different guy) wanted to rent building but my car is in it so he gives it to another local garage who tows it away and files for and abandoned title and gets it! Can he do that? I went today and saw my car. Body still looks great! Motor is still bad. This guy wants $25 a day for the 5 months storage that he has had it plus $175 for the tow. We're talkin over $3000 to get MY CAR BACK My question is does anyone know what he had to do to leagally get a salvage title for my car. The car isn't registered since it wasn't running. It did have my old plate on it and an old insurance card with my name although I have moved. But the state (PA) has my change of address for other vehicles I own. Plus I still have insurance on the vehicle. I never canceled it. Any and all help would be great. Many thanks!!!!!!

Thanks to all who replied thus far. Answers to questions....
1 New "owner" got the salvage title 3 weeks ago.
2 We received nothing via US mail or Cert. Mail stating anyone had our vehicle or that we were being looked for. We have 4 other vehicles registered in our name??? When I looked online for insurance quotes 2 months ago I got a "pop up box" that listed all the vehicles including the Mitsubishi registered to us....wouldn't ya think the state would also know that info and put 2 & 2 together and find us??? Bet if I drove it into a storefront and left it they'd find us!!! (yes ~ I'm a little bitter!)
3 Guy doing job was a "friend" ~ yah I know! We paid up front so he could purchase a new motor and water pump. I am pretty sure no matter if a friend did it or not....everyone would want money up front.
4 No Overhaulin'... but nice thought!

You sure you're not on Overhaulin'? lol. If the vehicle wasn't registered, I think he's probably entitled to register it in his own name, or similar. Not sure where the law stands with this though!

As far as I know, to get an abandoned title, they try and contact the last registered owner, and if they either can't be gotten ahold of or they show no interest in the car, they give ownership to the 'new owner'..

How long ago did he get a new title??? Overhaulin' is only a week people. If he's had the car longer than that, I highly doubt it was Overhaulin'.
