Angry 2000 Ford Contour

My wife owns the Contour... In a nutshell we are having a fuel issue. Everytime the gas gage reads a quarter tank the car dies and will not start. After breaking the vapor the lock on the gas cap we add as little as one cup of gas and the car will fire and run fine. We head to the gas station to immediately fill it up. I have recently changed the sparkplugs and air filter. What would cause the tank to be seemingly empty while there is still fuel in it? Why after adding a little gas, it fires and runs until we get to fill it up and runs great until it hits a quarter tank again. Any input would be greatly appreciated. Phil and Brandy
