transmission slipping

My Automatic transmission on my 1995 Geo Tracker doesn't want to "kick" in to 2nd gear. Is this an electrical problem?

have you tried checking your A/T fluid.

I have checked the fluid, it is fine. No burnt smell, The car feels like it is stuck in 1st gear. it is automatic
