93 Buick Lebaron Hood Release Cable Broken

This is my mother-in-law's car - and has been kept in great shape, so it still has some value. The problem is that we now cannot get the hood open. She took it to a couple of repair shops over the past week. The last one was a GM dealer, and they advised the only way to open the hood was to cut it open and replace it, which seems a little extreme to me. Does anyone know of any tricks to opening a hood when the release cable has been broken?
