Question 1993 Escort Lights Failure

About 6 months ago my dipped lights failed to work. I had an auto electrician come and have a look. He said my fuseboard was faulty, and it was common in the escorts. He "fixed" the fuseboard so that the lights would work.

Now all of a sudden the rear tail lights, fog lamp, side lights, full beam and dashboard light have failed. The dipped lights turn off when you try to put full beam on. I would imagine that the dipped lights wouldnt work if they hadnt of been "fixed".

Is this the fuseboard or could it be something else? Is it easy to replace myself or should I get someone more qualified to fit it?

Any advice would be great.
