Har! You is funny Dodge! Sounds like the speedo cable is binding or the speedo itself is going bad. Do you hear any noise when the speedo sticks like clicking or a whirring?

No noise when it sticks, if the cable is binding, how can I fix it?

I suggest if you are planning to keep the car and it is the cable buy a new one from the dealer, it will last longer then the universal replacements and boneyard pickin's.
